This is somewhat fascinating. According to the story, only six states have ‘grand jury by petition’. Apparently, it was common up until the end of he 19th Century before most states moved to public prosecutors.

And this is how it should be, a citizen petition for a grand jury. When one party has dominate control, since forever, then this what checks and balances look like.

Does anyone know which other 5 states allow citizen-initiated grand jury inquiries?
