They are discouraged from reporting rape to the police because colleges use a far lower standard of evidence than law enforcement does. His argument is that reporting rape to the college can only result in the accused being kicked out of school. Police can actually put rapists in jail.
You can imagine this guy as a frat rat in college, thinking that it is his right to sleep with any woman who is too incapacitated to say no.
If they do this, I hope that any university that changes its policies sees a dramatic decrease in young women applying to attend.

The Obama perversion of Title IX has stretched the document to a point where is has no meaning. The prosecution of sexual assaults should be done by professionals, like the DA. Instead, what the Obama admin did was LOWER the standard of proof from “beyond a reasonable doubt” to “preponderance of the evidence”. This has had a huge impact on the accused, who are in our system of law innocent until PROVEN guilty.
The case of the Yale Basketball player is typical of the harridans in Title IX and their actions. In this case, the guy was accused of sexual assault a full year after the act occurred. The woman in question (her name has never been released, although his has and he lost his opportunity to finish at Yale) did not want the prosecution to go forward. The guy was convicted by a majority vote of English professors, professors of speech pathology, and others who have been highly trained (NOT) in sex assault investigations. The guy has sued, and I expect and hope that Yale will be heavily fined, and forced to allow this guy to finish his college career.
The point of reducing the standard of evidence is that much shakier and less certain cases result in conviction. And, YES, there are many false accusations.
I hope that the Trump administration ends the nonsense with transgender bathrooms (a misreading of Title IX) and this nonsense with prosecution of sex cases. There are plenty of actual sex assaults out there, like the gang rape at MN which resulted in the football team revolt. There are also PLENTY of marginal cases, which are he-said-she-said, and the evidence standard should not be changed to favor one side or the other.
