Don’t be fooled by the Kabuki here–Kirk is saying no more than what his GOP handlers are letting him say. It won’t change their position, this is all for show so he can go back to IL voters with something that shows he’s not a complete tool. Except in fact he is a complete tool in deed, if not always in word.
