How do you figure it’s an unlikely victory? Republicans never really had a good shot at getting this through unless they could flip enough Democrats. Even if they did, Obama would have vetoed it and overriding his veto was never going to happen. So I ask again, how is this an unlikely victory? Or was that just a throw away line to add drama?
