Since no one is technically excluded from receiving a presidential pardon, Rudy’s comment can be understood to be aimed at a very specific target audience: People who are presently cooperating with Mueller, and people who might be considering cooperating (especially one person who is currently residing in jail, awaiting trial). I think there is a point at which Rudy’s comments can cross over to being witness tampering, and he’s getting close. Perhaps he should focus on the “complicated” transition he’s attempting to make from Spouse #3 to Spouse #4, and leave the lawyering to whatever competent lawyers may be currently on the Trump legal team.

In fact, all of the other Presidents who have been under investigation for selling the country out to our enemies while at the same time making money for themselves and their corrupt families hand over fist, every last one of them has also issued pardons like candy at a parade.
