Rudy is taking the lane that Mueller gave him except that the people view all those confirmed contacts with the Russians as very problematic.
The evolution of Giulianiās excuses for Trump was entirely predictable. He is rationalizing all that Trump says and does. It means no matter what dishonest/immoral/unpatriotic things Trump does Giuliani supports it.
