Used to be one of the most conservative circuits in the nation, but it is majority Obama/Clinton appointees now.

The thing I saw said they were notoriously conservative. Must have been old information. So there is a chance that this can be straightened out before the election?
Panels are selected at random so there’s always a chance of drawing a panel where two or all three are Republican appointees. But the odds are favorable. And it’s not inconceivable that even a Republican might be able to conceive of experiences that are not comparable to his own and have an outbreak of integrity, like Richard Posner’s belated realization that he decided the 7th Circuit case that begat this mess wrongly.
