Actually, its very rare to see a retired USAF general ever even hint that an all air campaign won’t work (they never have, but air forces around the globe still insist they can do it)

I also remember when Republicans were similarly dismissive of the air campaign Clinton began against Slobodan Milosevic and his thugs back in 1999, and how that couldn’t possibly work…and a couple of months later, not only was the Kosovo war over, but Milosevic was out.

Really. This man didn’t work on war strategy and tactics. He was in the business of intelligence. His gig at CIA may have involved covert, over-throw of government and support of shadow rebel factions, but let’s not get into that dirt and grime bit of U.S. tactics. Gathering and disseminating. He may have worked on intell. strategy, but in the end his job didn’t involve war strategy. And, in the end, he agreed with the V.P. and stepped on the Constitution to gather whatever the hell Cheney wanted him to.

Hayden was of the intelligence cohort of the USAF, not the fighter pilot/bombing gang. And, of course, he broke the law as NSA Director, but that kind of law-breaking is never prosecuted.
