Rumsfeld always schemed to get 41 out of the picture. During the Nixon administration he urged Nixon, who had a soft spot for George, to send him to China as ambassador. Even his CIA job took him out of the WH power struggle. People think 43 chose Rumsfeld as a reproof of his dad.
