Apparently none of those morons are showing up where they are needed for the Great Transition. Maybe he saw it for what it was and figured leaving now was better.
I suspect that he may not want to deal with a really vicious scumbag like General Flynn. Or perhaps he wants to be clear that it will not be his responsibility when the Ruskies get our most vital secrets, including the names of our deepest agents. Or perhaps he wants deniability when the Russians invade Estonia and we do nothing.
