Accountable? Senators serve longer than Reps and the President and are the least accountable. Once you elect the wrong one, you’re stuck with them for six years. A retiring Senator – voluntarily or not – might even be inclined to “do the right thing” without regard to politics or reelection.

Couldn’t agree more. With incumbency comes a built in advantage to being re-elected no matter how incompetent, lazy, crooked, just generally asleep at the wheel he is. They can amass huge war chests, name recognition, PR advantages, and paint themselves but subtly as the devil you know, versus the opponents who’s a new kind of devil who can’t be trusted. Verb: grant an official pardon to.
Deferred action and path to citizenship is neither. People who are undocumented still have to get in line behind those who have already applied for citizenship with green cards waiting to become naturalized, go through a background check, pay a penalty and back taxes.
Example: Reagan used an executive order deferred action for 200k Nicaraguans.
