It used to be you created, passed and had signed an annual budget. Then we moved to stop-gap spending bills. Then short term continuing resolutions. 6 months. Then 4, or 3, or 2 or 1. Soon we'll just rethink everything daily and have 24 hour continuing resolutions.

Why are they waiting to hear? They control both chambers. They could pass something today and put it on the President’s desk for him to sign or veto. If he vetoes, then, okay, got some work to do. But you don’t know until you just pass something.
