Because, the IRS is the only entity that doesn’t close you down when you don’t pay. If it was an electric bill, Cleghorn would be even more in the dark. The IRS will let your bill swell with interests and penalties, then pop in and take ten times what you originally owed.
Cletus is just giving away his life savings a few percentage points at a time and enjoying the ignorance in it’s entirety.
