Never happen. It was a very small window for dealing with their war crimes and, not only Obama, but Pelosi as well, quickly moved to shut that window immediately when they started in with their “No talk of impeachment, we are looking forward not back”
One of the major reasons of course, is no President wants to set that precedent. It can far too easily be turned right back around on them.
And as a country, even though we have had very little problem with prosecuting others for war crimes, we hold ourselves above the Hague Court’s jurisdiction. It either gets dealt with by us, or it doesn’t get dealt with.
In Bush and Cheney’s case, it isn’t going to be dealt with at all.

Given that we know he has no problem with lying, I have to think he is a bit worried that W. the Dumbass won’t have enough sense to keep his mouth shut when they invariably show up and start asking him questions.
Normally, I would expect an ex President to come down like the wrath of God on a VP tossing him under the bus in this manner…but with Bush, who knows what will happen?

At this point, I’m not sure that Obama couldn’t find not only his moral power but a fair amount of political power by going ahead and using the Senate report as the basis for indicting Cheney and Tenet for war crimes.
The very last thing the Republican party wants is a nation once again focused on their record from 2001 through 2006, and this would not only be justice served (if delayed), but a powerful tool for reminding the nation just what, exactly, the Republican party did last time they had absolute control over the White House and Congress.
Force the GOP to once again defend torture and it puts them in an untenable position with everyone outside of their base of haters.

You just knew that Darth Cheney was going to find a way to get back at Boy W after W refused to pardon Scooter Libby. Things were just fine when Darth gave the orders and W carried them out. But when he outgrew his britches, and began to expander on them issue-ettes, refusition to learn from his betterers, and deciderate thingamajigs all on his ownsome, Darth was a tad put off. And put out. Like a feral cat.
I suspect that this will not be the last time that Cheney pisses on his pseudo-boss. And should any right minded citizen decide to use constitutional powers to seek redress from the Cheney-Bush administration, Cheney will “find” written proof that it was all W’s “idears” and “thinkin.”

I suspect that lots of people are operationally in favor of torture, even if they won’t proudly come out philosophically or ideologically in favor of it like Dick Cheney. They are the same people functionally supportive of police brutality, and I think they’re a lot closer to a majority than what most people care to believe.
