Isn’t the CBO saying the 15 million dropping in 2018 will be from the repeal of the individual mandate? Meaning those people will just opt out. That seems like something repubs would argue FOR – more “choice”.

I think I understand McConnell’s frown. His plan cuts spending by $200 billion more than Ryan’s but doesn’t take insurance away from as many people. Where oh where did he go wrong?
