My top suspects for these attacks, based on this reporting, would be the hard-core anti-Castro Cubans. I don’t even know what kind of technology would be capable of this kind of thing.
First I’d heard of this, maybe because I was on vacation when the first reports would have been coming out. Freaks me out. If I was living in the diplomatic community there, I might well become hypersensitive to any little odd feeling and wonder if I’d become a victim.
I’m not surprised they found no devices inside the buildings. I would suspect some variant on long-range acoustic devices, but smaller and operating at frequencies outside the range of human hearing. I have no educational or professional background related to my suspicions, so treat this as amateur speculation.

The last thing I need is for them to have a “Cuban-counterintelligence” excuse for their inexplicable inability to routinely flush their turds. I’m grateful that I no longer find turds unaccompanied by TP in the bowl, but that gratitude only goes so far.

Putin in conjunction with Cuban hardliners lamenting the loss of Fidel and sure they were about to become another de facto US territory. This technology would require outside help, and Russia would be more than happy to help nuke the thaw between Cuba and the USA

If it is a sonic weapon sufficiently powerful to strike at distance then that implies some heavy gear and it is unlikely that kind of equipment could be repeatedly deployed without the cooperation of at least some members of Cuba’s secret service, a hard-core anti-US cadre eager to block Raul Castro’s opening to the US perhaps.
The diplomats are suffering from brain clouds, which are caused in part by fluorescent lights with bad ballasts.
Sonic weapons should, in fact, be banned. The things they can do to a human body are as much of an atrocity as chemical weapons.
I spent some time in China and due to my circumstances was constantly surveilled by intelligence agencies - they were very open about it. If I had been out for the day it was common for people to enter the place I was staying and snoop, but they always left some type of “calling card”, e.g., take clothes out of a drawer and set them on the bed or move objects from one place to another. One guy always rolled up the bath mat and put it into the tub.
Like when hotel housekeeping folds the end of the TP roll into a point, to show that they have been there and paid attention to the details.
My recollection is that Cuba identified the people suspected of masterminding the bomb on this flight. The US refused to extradite them and of course did not prosecute them. You are correct in that they were high ranking members of one of the organized hardline exile groups.
