My top suspects are, in order, the Russians and North Korea. I don’t imagine many countries have both the technology and the desire to target US officials with sonic weapons. But that’s pure speculation, of course.

A diplomat I know had a similar experience in China. Came back to his hotel, couldn’t find his laptop. Had to meet someone else, so he left, and when he returned, the laptop was on top of the dresser - in a different black laptop case than the one he’d brought it in.

Could be that the Cubans suspect we are monitoring their communications and this is their payback to disrupt the monitoring and to deal out some sort of payback.We have been doing sigint on the Cubans for decades. I know.
