If you read between the lines in the wikipedia entry (which is likely to be as favorable as it gets, considering the editing), he was in the reserves during his undergraduate days, which means something along the lines of a summer internship only with guns. In addition, the unit he was supposedly with was ostensibly aimed at the russians, and disbanded at the end of the cold war in 1992. Only after his claimed dates of service did he start doing any graduate work whatsoever.

So basically it sounds as if he made coffee for people who were supposedly tasked with the job of interrogating russian prisoners in the unlikely case of there being russian prisoners after a soviet invasion of western europe.

The Territorial Army was a running joke on “The Office.” It is hard to believe it was tasked with anything meaningful, intelligence-wise. Any more than our National Guard is, which is the TA’s equivalent.
