I believe he can be fired for cause. And it would seem to me there is plenty.

The president may dismiss an inspector general, but is required to give Congress 30 days’ notice and an explanation of the reason for removing them.

I’m not sure. I guess while still an employee he might be entitled to tax-payer funded legal defense, so the opposite might apply. Maybe the idea is to leave him in place until he unequivocally lies to congress, then hammer him.
