Collins can do the math, so this is just the usual kabuki theater for the home crowd. In a “fair trial” you’d have witnesses from both sides, and the R’s have nothing, nada, zero for guaranteed fact witnesses who would clear Trump under oath. Just a bunch of “Look, Squirrel!!” distractions like calling Schiff to rehash process arguments, or Hunter Biden, which could backfire if he generates sympathy for the Dems.
There won’t be a single member of the WH inner circle willing to lie under oath for Trump. And Bolton is too much of a wild card. What are they gonna do, call Giuliani?
Collins and her “other GOPers” know this as well as everyone else. McConnell won’t allow witnesses, and the vulnerable R’s won’t override him because they know that calling witnesses helps the Dems far more than their side.

Yes. “open to calling witnesses” is prelude to leaving “open” at the outset the theoretical possibility of calling witnesses but deciding later that, as a practical matter, we don’t need them.
