Uh, oversight involves preventing things from happening all the time. The purpose of many laws is deterrence. I think that you may be correct that the Congress cannot target prosecutions simply to harass DAs. Congress is at great advantage if they can come up with >any< plausible argument that their investigation may result in changes to Federal law, budgets, etc.
He’s a congressman doing shit that is plausibly within his job duties. Even without the protections of speech or debate clause, you cannot prosecute federal officials, especially elected ones, for doing their jobs.

No release date yet on the Clooney produced documentary about the Ohio State University abuse scandal.
