Regrettably, I’m thinking Jordan and his committee can legally do exactly what they’re doing. The point is to make them pay a political price for deciding that they know better than NY state law about what is and isn’t illegal in NY state.
Right. The clause cannot be interpreted literally. It is ambiguous by design. Treason, felony, and breach of the peace are noted exceptions to its protection.
