Is it supposed to be self evident that this move is about Cheney? It would effect everyone who runs and fails to get a majority. Did she win under those conditions?

Now, there are republicans forming gangs and beating up on people who stand up to the playground bully so they can ingratiate themselves to the bully. We have seen this same thing several times now. So I guess it stands to reason this is about Cheney?
