If by “U.S. folks” you mean “U.S. police and security officers,” then, yes, it seems to be news. However, it was widely reported at the time of Erdogan’s previous visit that his own security detail attacked and fought with U.S. citizens, who were demonstrating non-violently against him.

I thought just putting the WB name out there was not illegal, just retaliating against them. The debate was about whether that was just about retaliating against them inside the government or not.
Harry Litman argues for something larger: “More important, the plain meaning of “retaliation” — harming someone who has harmed you — encompasses more than adverse workplace action.”
But he also limits liability “And pursuing a civil claim against anyone outside the government would also be a heavy lift, because the legal duty not to disclose only runs to government officials.”
