The obligation to refuse an illegal order would also be considered “key,” not so? Maybe the situation was not clear-cut enough – IANAL and imagine the national guard officer isn’t one either – but maybe the thing for a ‘patriotic’ soldier to do in this instance would be to ask one (I assume CA natl guard has legal counsel somewhere).

The point that sticks with me is that simply by their presence in large numbers, the National Guard acts as a ‘force multiplier’ to amplify the LE presence and make it seem overwhelming to the people of LA.
ETA: The objective is not any legitimate public safety purpose. The objective is to frighten and intimidate.
