SD Governor’s claim that sheltering in place wouldn’t have made a difference, since the main outbreak is at an “essential business” completely overlooks the possibility that if she had declared it, maybe the person from the plant wouldn’t have been exposed in the first place. But, you know, never let facts get in the way.
