Seems doubtful, given the phrasing, and the comments on the military aid story that he wanted no part of the dope deal.
Reads more like he heard the same marching orders Sondland heard, and was just helpfully passing along to Lighthizer to not even bother bringing it up to Trump unless he wanted to get screamed at.
I think they’re already in discussions behind the scenes.

I’m sure that this “review process” was, indeed, “routine,” … under Chiselin’ Trump’s administration. Not so much under any previous administration.
The fact that Donald Trump used the immense powers of the federal government for his own personal agenda is no surprise to anyone who’s been paying the least bit of attention. He believes as President, the federal government is just another branch of the Trump Organization -an Organization renowned for its corruption, sleaziness, and unethical behavior.
I take immense hope in the fact that a man who self-impeaches is also a man likely to self-convict.
Let’s all remember it is more important to the GOP that Russian oligarchs determine foreign policy than it is to get rid of a stupid, incompetent, lying president. They have their tax cuts and they’ve packed the courts. This is all about their treason now.
What is described in this article is no surprise but it is important to keep documenting this crap because this is how our administration is being run day to day. WE already get this but his fervent supporters need to be inundated with crap like this, regardless of whether they care.
When they try to explain away trumps bullshit with “the libs hate him and keep making shit up”, having this stuff constantly in the news is an important tool for calling them out on their bullshit.
I just wish he had submitted the request so it could have been denied. Trump can easily claim “well of course I would have said yes if he had submitted the request”.
For Putin, the big prize is getting rid of the sanctions. Trump tried his end around by trying to blame Ukraine for election interference, and then encouraging Ukraine and Russia to come to an agreement. He is working right now on his next desperate move, and has shown he is willing to risk a lot, even his presidency, to get this accomplished for Putin. As Pelosi said the other day, all roads lead to Putin. As this became more obvious, Bolton must have lost his mind. I wouldn’t trust Bolton with the keys to my car, but once Trump is out of office a lot of people are going to spill a lot of beans, and I think Bolton will be one of them. Mattis knows - Kelly knows - most of the leadership in the Republican party know.
