Yes. Anything north of NYC is considered upstate by state residents. Lived there for years, and Dad’s family are still there in the Catskills. All considered upstate.

I grew up in Westchester near Mt. Kisco. For many folks in the city anything north of the Bronx Yonkers border is considered upstate. To me it was farther north like the Catskills all the way north to Buffalo.
As usual with Trump he overreached and got involved in too many enterprises. There was an article in Bloomberg back in 2015-16 which said that if he left things basically alone with Fred’s empire and let it appreciate with indexing he’d really be worth a few billion.
Westchester County is part of the NYC area, that’s my point. Its southern border abuts The Bronx.
I suspect that Trump has an appraisal that valued the property at $291 million. The problem is that the appraisal likely provided multiple values under different scenarios - no change, a few additional estate-type lots, approval of a much larger subdivision. The $291M would have assumed the yuge zoning approval that Trump sought but did not get. The lenders should have asked for, and reviewed, the appraisal especially in light of the 10-fold increase in value over the price Trump bought it for. If the appraisal made incorrect assumptions, it would provide an inaccurate value. Trump’s defense may be something like: The appraisers gave me 3 values and I picked the biggest, it is up to you, Mr. Lender, to review. .
I would just love to sit in on a Mt. Kisco Board of Assessment Review meeting.
The market value was based (as usual practice) on the inflated self-assessment of his hoped-for development. And of course for property tax purposes it’s value is $19 million.
Probably no indictments, but at least maybe this is another straw on the camels back that with time…
My mother’s fam was Brooklynese. They drew the ‘upstate NY’ line at the Catskills, too.
I think it depends on where you live,. For some it’s more a vague direction than a location. I lived in Manhattan for a while, and considered everything other than the five boroughs and LI to be ‘uostate’. But if you live in Columbia County, Westchester is not upstate.
Residents of Buffalo believe they live in Western NY, not upstate NY.
In Minnesota, everything outside the Twin Cities is “outstate” (according to those city folk).
I’d believe that’s the case.
Sense of geography is very local and some of these terms carry a lot of freight.
