I read Rounds’ statements as (1) appeasement – I’ll get in a dig at Dems about their love of waste, fraud and abuse so I won’t get in trouble for (2) hinting that maybe, just maybe, Congress, esp. the House, should have a say in how taxpayers’ dollars get spent.

The most charitable reading is that it’s an encoded “if you say it’s waste/fraud/abuse, let’s see it and vote on it, put up or shut up.”
But, as is typical for the few remaining not-all-the-way-gone GOPniks these days, he can’t just speak the truth; he has to circle it at a distance, eyeing it warily in case it charges unprovoked, like a cape buffalo.

This is partly due to gerrymandering. The 2nd (formerly 3rd) district which includes South Bend, used to be reliably Democratic. But yes, Indiana is overall stubbornly “wary “ of government and therefore buys into Republicans limited government propaganda.
