Sure, nothing a president does is completely inconsequential. But no one imagines that anything Trump says represents anything even slightly real, much less that he speaks for the US.
I guess the reputation of US democracy has been lowered because our electorate actually made this demented person president, much as the British reputation for sound governance has been tarnished by its electorate voting for Brexit and Boris Johnson. But that reputational hit happened the day Trump was elected, and not because of this particular act of soliciting a tennis tournament for his resort. That act is indeed jay-walking in comparison to everything else Trump has done to show the world that he is demented, and that our system cannot find its way clear to removing a clearly demented person from office.
