Did you ever notice he starts out tough and then fizzes out? He didn’t actually invoke the insurrection act or martial law but just ended up with a bunch of weasel words. Hard to be a tough guy without any actual courage.

Threatening mayors and governors with using the military if they don’t do what he wants is yet another tactic of a petty and very frightened would-be tyrant.

He is afraid of the crowds, afraid of losing in November, and he actually knows he’s in trouble, so he’s lashing out the only way he knows how—by bullying and boasting and thumping his chest.
