If between Trump and Covid-19, this Census isn’t nearly as complete as it ought to be, then at the beginning of next year, a Democratic Congress ought to legislate a new Census to take place in 2022, which would become the official Census for the rest of the decade, for apportionment, redistricting, and everything else.
