Two tiers indeed, but I think it’s more about what a defendant can afford. It may not be unusual to negotiate a bond package with the DA ahead of arraignment if you can afford that kind of lawyering. For defendants who can’t, the judge tells them what the release bond will be, and that’s that.

Maybe he could just show his lawyers his report and they will present it to the judge at the arraignment, and voila! Case dismissed.

It would save a bunch of time.
