Chevron deference is the judicial doctrine that when a court is reviewing an agency rule implementing congressionally-enacted legislation, the court is to defer to the agency’s interpretation of the statute so long as it is a reasonable reading of it. Basically, it restrains the courts from second-guessing the agency’s rule-making authority. Big businesses hate Chevron deference because they don’t like being regulated, especially on environmental matters.
