This woman is over a barrel. Every previous holder of this job has their boss telling them to begin the process, to sign the paperwork. She has been given no instruction whatsoever to do that, and likely fears reprisal if she does.
I appreciate the entire situation is snafu, but without clear direction, either from Congress when the EC certifies the result (in December) or from her management she can’t act. “An ascertainment has not yet been made, and its Administrator will continue to abide by, and fulfill, all requirements under the law,” GSA spokesperson Pamela Pennington said in a statement to the Washington Post.
The letter, which affirms the “apparent winner” of a presidential race, grants the Biden transition team the necessary resources to begin the shift to a new
administration. Transition officials receive, among other things, offices, email addresses, access to agencies’ current political and career officials to discuss projects and deadlines, and $9.9 million to pay for it all.
Biden does not need the letter to start the process of obtaining security clearances and implementing background checks for potential nominees.

She has no legal obligation to provide this service. In fact quite the opposite. Biden has not been certified the winner and will not be until December. She is under obligation to NOT sign that paper. Her boss (the big one) should be instructing her to provide the courtesy early in order to provide for a smooth transition.
This is ALL on the baby in the White House. Do not blame this woman for obeying the law.

The government isn’t run by the networks, there is nothing officially declaring that Biden won. Initial votes aren’t even certified yet.
