This is what happens when you have government by grievance…random policy announcements made without respect to the process, solely meant to hurt political opponents and/or classes of “undesirable” people, with no benefit at all to the nation as a whole. It’s all the Trump administration has, and it failed as it should have…the policy was so bad, and so harmful, that it never should have been put forth in the first place.
It should have been obvious to them that this policy would fail, and maybe it was…for all we know this was just another ploy in the “excite the base” campaign Trump is running. They may have hoped to push it further along, but running afoul of the universities means attacking the smartest people in the nation, and the Trumpists would have no chance against them. We’ll know if this was a campaign ploy if we start hearing about “universities are working with foreign nations to steal your jobs!” at the campaign rallies and press conferences.

Arbitrary and capricious are the watchwords of this administration – and one result of the exercise is to put schools on notice that they be the object of nuisance lawsuits or nuisance executive orders if they don’t internalize administration priorities.
