Manchin Complains That There Were ‘No Amendments Allowed, No Discussions’
He seems to be echoing his complaint on the floor, that there weren’t opportunities for amendments to the legislation.
“We got on the bill with 51, the perfect opportunity, there’s no amendments allowed, no discussions other than just everyone’s giving their opinion,” he said on his way out of the Capitol.

Sanders: Manchin, Sinema ‘Have Undermined The President Of The United States’
“It’s not just this vote,” Sanders said after the failed vote to reform the filibuster. “These are people who I think have undermined the President of the United States. They have forced us to go through five months of discussions which have gotten absolutely nowhere.”
The above juxtaposed posts illustrate precisely what Manchin and Simena hath wrought on this whole process with the voting bill and BBB. As Sanders says, five months of intense negotiations with them to get them to Yes (indeed, it’s my understanding that BBB, now, is essentially Manchin’s bill), and yet Manchin still says he wants the opportunity to offer amendments.
Five months, in other words, of moving the goalposts–and on one’s own party, at that. Just as Biden asked of the Republicans in the presser, and just as Josh asked of Manchin and Simena during the infrastructure bill debates, it’s time for these people to say what they are for–then stick to it, and vote on those procedures that will move forward the very things they say they are for.
A little intellectual consistency would be a Good Thing to see and, more to the point, is desperately needed.
