David Petraeus’ famously obtuse presentation to Congress last week, this recent report (pdf) from the National Defense University by Joseph Collins, the Deputy Assistant Secretary of Defense for Stability Operations in the Pentagon until 2004, couldn’t provide a starker contrast.
