The entire posture of the Trumplethinskin maladministration has been to downplay SARS-CoV-2 and COVID-19. With that goal in mind, of course they are going to do the absolute minimum with respect to the health and safety of federal employees, except for those who work in the vicinity of those who make up the maladministration. This should be a surprise to no one.
In my opinion, that makes them morally, ethically and perhaps criminally negligent with depraved indifference. These are really vile people.
Sadly, the USA has now officially moved above 60,000 dead due to COVID-19. I believe this number has been grossly under-estimated due to misclassification.

Ordering meat-packing facilities to remain open - even in the complete absence of any remediatiation - and thus essentially opening the floodgates for virus spread throughout the local communities
Ordering states to restart school systems - even in places where the case count is still climbing
why not order Nursing homes to open back up for mandatory visits by the local elementary & middle schools … and make hand washing a taxable activity - ???
