Manchin’s complaints are the same ones he had when he voted against McCarthy for EPA head back in 2013. He’s been pretty much a one trick pony on this.

West Virginia produces ~80 million ton of coal a year, at $50 a ton - that’s $4Bn. Just by all the fucking coal as part of the bill and be done with it. It’s a drop in the bucket.
Because they’ve got one shot, the reconciliation bill this year, to get anything done. Next year is too close to the election. Plus with no majority if one of the living fossils drops dead and is from an R state, they lose the ability to get anything done.
