I worked in DOJ (not a lawyer) for nearly 40 years, and I never even HEARD of challenge coins until around 2017.
Has anyone considered that these challenge coins were created in order to embarrass the administration? Far fetched, I know, but this coin is so extreme it verges on parody.

“ONE NATION UNDER GOD” is also the slogan proposed for the hideous Arc de Trump in Washington. Footnote: the original 1892 Pledge of Allegiance didn’t include the words “under God.” That was added in 1954 by Congress after lobbying from conservative religious groups like the Knights of Columbus.
