Senate Parliamentarian Elizabeth MacDonough ruled on Monday evening that Democrats are allowed to add revisions to the fiscal 2021 budget resolution they used to pass their COVID-19 relief package through reconciliation last month, giving Senate Majority Leader Chuck Schumer an extra opportunity to bypass the filibuster this year.
This is a rare opening–in this Era of GOP Obstruction–to get something good for the American People.
Even those fighting against it.
Years from now the same people slavering for Trump and Hate will be utilizing (and taking for granted) the effects of this legislation. I saw this in my childhood, and have commented on it on this site often:
That people rooted in homogeneity, insular thinking and fear of different people can eventually benefit from the interactions resulting from modern social structures requiring these interactions.
I wish that the article was a bit more clear about exactly what was filibuster proof. I thought the infrastructure bill was a separate thing, and the voting rights bill was another.
I know the explanation is arcane, but how did the Parlimentarian arrive at this decision?
This is what I know so far: ************ budget reconciliation *************** simple majority *************** must be budget related ************* won’t apply to voting rights or gun regulation or other democratic priorities unless there is some plausible connection to the budget ************* .
McConnell never does the kinds of threats that he has been braying lately. His reptilian style is smug, condescending evil, laced with long periods of silence between evil deeds.
To say that he is rattled is an understatement.
Moscow McConnell is faced, for the first time in his life, the coming together of a consensus among decent people…that he is evil, corrupted and sadistic and means no good to anyone outside of a select coterie of equally evil, corrupted and sadistic men.
I was surprised by the notion that the US Senate has a Parliamentarian. I looked it up…
“ The primary duty of the parliamentarian is to advise the presiding officer on questions of parliamentary law and matters of procedure. The parliamentarian should be assigned a seat near the presiding officer for convenient consultation. The presiding officer may call on the parliamentarian for advice at any time.”
“ A Parliamentarian has been appointed by the Speaker in every Congress since 1927. In the 95th Congress the House formally established an Office of the Parliamentarian to be managed by a nonpartisan Parliamentarian appointed by the Speaker (2 U.S.C. 287 ).”
While we’re in that, can you suggest a good text or source set for teaching Civics? As the parent of a homeschooler, I need some good teaching material.
I looked at the relevant rules a few weeks ago, and it seemed pretty straightforward to me. Basically, a budget resolution is not subject to a 3/5ths cloture motion, so an amendment to a previously-passed budget resolution is also not subject to the 3/5ths rule.
