By a vote of 92-4, the Senate today ended the practice of secret holds, in which a senator can anonymously obstruct legislation.This legislation deals with a “sweeping, almost unparalleled power,” said Sen. Ron Wyden (D-OR) on the floor right before the vote. “If you want to exercise that extraordinary power, you ought to do it in the sunlight.”
