As far as I can guess it’s a straight-up foundation-style funding model, built on donations and grants and probably an endowment of some kind that gives them interest income. The wire services were always set up to do something you couldn’t do on your own; they’d have a small bureau at the state capital, say, and report on the state lege and as a local weekly you paid your subscription, tore the stories off the ticker, slapped them in the paper and everyone was happy. These guys seem to be higher on the food chain, the way chichi photographers do fancy ads, and not weddings.
