Besides the potential injuries from flying debris or frightened fleeing people, if there had been any mechanical issues, the pilots would not have had enough airspace to take any measures to avoid killing people on the ground. Recipe for disaster.

In fairness, the flight crew bears shit-tons of responsibility for following the orders of whoever is being covered up for.
