Since that appears to just be McCarthy claiming that BLOTUS said that, I’d say that McCarthy just thought it would make things better — dollars to donuts BLOTUS just said something like “oooooh, did you see what I got my people to do? Woohoo!!” and this was spun to sound somewhat contrite.
