Tillerson has been such weak sauce up to now, he would only help his image and reputation by testifying.
Good lord, but the floodgates have opened, unleashing reports of previously unknown corruption. It’s no longer a drip, drip, drip.

Giuliani is basically saying that there was no crime simply because the elements of the crime aren’t all visible in one spot.
That’s like saying a joke’s not a joke unless the setup and the punchline are in the same sentence.
Giuliani belongs in prison.
