Safe, yes.
But it includes Lincoln (the capital) with a population of about 180,000, and Norfolk, with a population of over 24,000 (ninth largest city in the state) so it cannot be considered mostly rural.
The farm land in the district holds about 10 to 15 percent of the district population.

I went to grad school in Lincoln, so I know a bit about the area.

I put it down to bad coaches.
When I was there, the coach was Tom Osborne, and he was very good.
UNL also had a world-class men’s gymnastics program then, too.
