That’s really not a thing we can do. (The possession of Nuclear Arms is a thing that constrains, rather than frees a military power, this is a lesson the Russians are busy [re-]learning, the hard way.) However, as a practical matter, Mr. Putin and his cronies have largely achieved that goal with little of no effort on our part. They’ve been busy spending the military budget on Vodka and whores for some years, now. (And it shows in Ukraine.)
Current Intelligence estimates are that Russia has lost 25% of its entire army’s fighting capability with its adventurism in Ukraine. That will not improve as the war progresses, regardless of how anyone chooses to score the outcome.
