If my understanding is correct, Kelly Rogers stole over 10 meeeeeilion dollars and must forfeit 7 percent of that amount. It’s called Dept. of Justice

While promising to fight Barack Obama and illegal immigration, internal emails and documents showed that Rogers and his associates instead funneled the money back to themselve

…one of Rogers’ PACs… raised close to $10 million… while giving out just $48,400…

I haven’t checked, but I’m guessing his experience includes a stint running a title insurance company, though the ratio of payouts to revenue would be rather high for that industry.

If Barr’s DOJ went after him it’s certainly because Trump wasn’t getting his cut.
